ABSTRACT
In Brazil, public and private parking lots have to reserve 2% of their
parking spaces for people with physical disabilities (PCD).
However, since those spots are seldom monitored properly, some
drivers with no mobility issues deliberately use them. To prevent
such abuses, this work proposes the use of a surveillance device
called Pare Certo to monitor reserved parking spaces. By using a
camera and computer vision algorithms, Pare Certo captures the
image of a car and recognizes its license plate. In case the vehicle is
not entitled to use reserved spots, the device will beep until the
vehicle is removed and, in case the offender ignores the warning, a
notification with the vehicle data will be sent via wi-fi to an officer
who can take the appropriate measures. A prototype was built to
validate the concepts developed in this project and performed
satisfactorily in the tests performed.
